UPDATE: His name was Steven Waterman

Wed Oct 21, 2026, 05:15 PM EDT · 374 words

His name was Steven Waterman.

When we first told you about Guyer Avenue, Wilmington police had not released his name. Today they did. Steven Waterman was 38 years old. He was the man found in the 900 block of Guyer Avenue on the afternoon of Thursday, October 15 — lying in the road when a vehicle struck him, and the driver kept going.

Police also say the driver has been found. Senior Corporal Brendan Marshall identified a 32-year-old woman as the driver, and she was taken into custody yesterday, October 20, without incident. She is charged with operating a vehicle causing the death of another person, failure to report a collision resulting in injury or death, inattentive driving, and driving while her license was suspended or revoked. She was arraigned in Justice of the Peace Court and is being held at the Delores J. Baylor Correctional Institution on $4,000 secured bail.

Police have not released her name. Under a new Delaware law that took effect today, suspect names in cases like this one are being withheld — so for now, the name the public gets is his. Maybe that’s how it should be.

A note on how this one moved. A reader of this page was near that scene, sent us a photo, and told us he had heard an arrest had been made. We checked with Wilmington police before printing a word of it — and he was right. That is what this page is supposed to be: neighbors who see something and say something, and a newsroom that verifies it before it becomes news.

If you know anything more about what happened on Guyer Avenue that afternoon — why Steven Waterman was in that road, or anything about the minutes before 1:47 PM — Senior Corporal Brendan Marshall can be reached at (302) 463-8970, and Delaware Crime Stoppers takes anonymous tips at 1-800-TIP-3333.

Steven Waterman was 38. Somebody’s son, somebody’s family. He deserved for somebody to stop.
