Dover Police say the second suspect in September's South Governors Avenue shooting is in custody — with that arrest, both suspects in this case are now behind bars.

The shooting happened Saturday, September 26, at about 1:45 p.m. in the unit block of South Governors Avenue in Dover, when shots struck a residence. A 59-year-old Dover man inside the home was not hurt.

The first suspect — a 20-year-old man — was taken into custody two days later, on September 28 in Wilmington, during a coordinated operation involving the FBI, the ATF, Dover PD, Wilmington PD, Probation and Parole, and other agencies.

The second suspect — a 19-year-old man — was taken into custody on Monday, November 2, at about 9:30 p.m., Dover Police said, after Wilmington Police notified them. He was processed and arraigned at Wilmington Police Department and committed to Howard R. Young Correctional Institution in lieu of $105,000 cash bail.

With that arrest, Dover Police say all suspects in this incident are now in custody.

And we owe you an apology: there's no name and no mugshot with this story, and that's not our choice. Delaware's House Bill 59 — the law that took effect October 21, 2026 — now restricts police from releasing the names and photos of people charged with crimes except in narrow circumstances. Dover police aren't allowed to give it to us, so we can't give it to you. Don't blame the messenger — blame the law. We'll keep naming names every time the law lets us.
