AN 18-YEAR-OLD IS IN JAIL FOR THE DOVER SHOOTING THAT PUT A BULLET THROUGH A HOME WITH A 10-YEAR-OLD GIRL INSIDE

Dover Police have arrested an 18-year-old man in the October 27 shooting on River Road that struck an occupied home and a parked car.

Around 4:22 PM that Tuesday, gunfire near River Road and Sussex Avenue hit a second-story window of a home in the 500 block — a home where a 10-year-old girl was inside at the time. A parked, unoccupied vehicle was hit too. Nobody was injured. Officers recovered multiple shell casings, and witnesses described three males in dark clothing.

Detectives identified the 18-year-old as one of the suspects, and on October 30 officers took him into custody during a traffic stop near East Water Street and New Castle Avenue.

He's charged with possession of a firearm during the commission of a felony, possession of a firearm by a person prohibited, possession of ammunition by a person prohibited, first-degree reckless endangering, discharging a firearm at a vehicle, and two counts of criminal mischief under $1,000. He was committed to Sussex Correctional Institution on $29,500 cash bond.

And we owe you an apology: there's no name and no mugshot with this story, and that's not our choice. Delaware's House Bill 59 — the law that took effect October 21, 2026 — now restricts police from releasing the names and photos of people charged with crimes except in narrow circumstances. Dover Police aren't allowed to give it to us, so we can't give it to you. Don't blame the messenger — blame the law. We'll keep naming names every time the law lets us.

The investigation is still open — police described three suspects at the scene. Tips: Dover Police Department, (302) 736-7111.

He is presumed innocent until proven guilty in a court of law.
